HELP Can't initialized winsock

i'm running windows 98. When i try to release or renew my ip with ipconfig and winipcfg, i get this error. Can't inialized winsock. I try copying the winsock and winsock32.dll back to the system and system32 folder but it still won't work. Any idea?
