Help!! Can't get KR7A-RAID to power up

I got my motherboard today from Newegg.com, but I can't get any response from the board. I know that the power supply is working because the little yellow LED is lighting up, but the other two LED's won't (one lights by pressing the power button, the other by pressing reset). Is there any way to bypass the power headers on the MB to see if it is just the pins on the motherboard that are bad?
P.S.
I know that the power switch from the case works because I had a system in it before that powered on fine.

After it wouldn't power up, I removed it from the case and hooked everything up with the MB just sitting on the anti static bag it came in and still nothing.

I have used the PSU before without any problems. It was in a Duron system, but with two CD's, three HDD's, multiple fans, ect. Right now all I have hooked up is the CPU fan, so I don't think it can be the PSU at fault here. The fan over the northbridge doesn't spin up, nothing. I know I'm getting some juice to the MB because the yellow LED is lit, signifying that there is at least power to the board. I RMA'd the first board, but tonight I got the new one, and I have the same problem. I made sure that it wasn't shorting on one of the studs under the board. I took it out and hooked ut up just sitting on the anti-static bag it came in, but that wasn't the issue either.
Any more ideas?

You may have damaged the plug (or rather pulled a wire) connecting the powersupply to the motherboard when you pulled it out earlier. Also (don't know if it matters) make sure the CPU fan is connected to power one.

Isn't the antistatic bag supposed to be conductive? Otherwise how will it be antistatic?

Well list your components.
I usually just put the motherboard on top of the cardboard box it came in. (wood.. aint conductive, just dead trees)
What RAM are you using?
Some motherboards have a setting to use ATHLON XP, T-bird, Duron Dipswitches on the motherboard it self. I dont know if this is available in you system.
I would recommend to Place in
CPU
Fan
RAM
Video card (try PCI if you got one),
Speaker
power supply
ATX Switch

if you STILL dont get a boot up, good luck man. I dont know what it could be.

Static bag is NON conductive, why would they place a motherboard in it.

abit kr7a
amd xp1900
crucial 256mb pc2100 non-ecc (tried dimm1 and 2)
enermax 350w p/s amd certified

i'm having the exact same problem as you, in the case or out of the case on a cardboard box, i can only get it to power on maybe 1:10 times. i would turn the powersupply off cutting off all current, turn it back on, then shorted the connection for power on to power up the board. i only had ram, cpu/heatsink, and powersupply hooked up. once i got it on somehow, it would stay on but when i powered off again.. i could never get it to power back on (this is while the orange LED lite is on). i tested the enermax in my friends amd 1ghz duron setup and it powered his system fine multiple times. i've since taken the said parts to a computer shop downtown because i'm at wits end whats wrong. i also reseated the cpu and reapplied a good layer of thermal paste.

A couple other ideas.

Have you cleared the cmos and left it jumpered to clear for at least 5 minutes? Try it. Also- unplug the reset button just in case it is faulty- it would caue those symptoms. Are the hdd and power lights coming on? Fans spinning up? more info.

I've heard stories where if the PSU was too weak, it wont boot up an XP system.

is there another PSU you can try??

I have the same exact board w/ an enermax 350W and no problem at all.

Is the power switch connnected to the right pins on the board??

<< Are U sure the RAM is seated properly...takes a lot of force! >>

if the ram wasnt seated properly, youd hear a sequence of long beeps.

Is this your symptom???

I think your board is shorted. Because i had the same problem with my gigabyte 7vtxe. I had an extra mount on my case that was touching my motherboard and it just killed the board. I'm trying to see if gigabyte will let me get a new one. All i know is that it was really instable and that it would take forever to boot up and it would reboot by itself. I think this is the same symptoms of you computer. Check you mounting screws to see if you have extra ones because that is probably shorting your board. Now i've got the kr7a and its just doing great.
