Help...can't get cipher strength past 0 in IE

I've installed IE v6.0.2479 and the cipher strength is 0. After installing it I couldn't access secure websites, so I checked the strength (at 0 as I thought), so then went in and readjusted the browser security settings etc. Now, with everything set to low security (firewall too, not that that would affect cipher..but) and a restart, I try again to access secure sites. I still couldn't! Hmmmm, now I go and uninstall the IE and reinstall (from disk) 5.0, check the cipher on it and it's 0! Now it's time to update 5.0 (what a pain all this is) to 5.5 (all the while did I add that I downloaded 128 bit encryption pack and installed it several times during all this and restarted as many times), and still it's at 0! Now I'm back to 6.0 with 0 cipher and I'm at a loss. Anyone have any idea what to do?? TIA
