Use fdisk to delete your primary partition, create a new partition, mark it as active, then try to format it using format c: That should work.

Can you format a floppy disk? Try booting to command prompt only and typing

c:\format a: /s

exacly like that spaces and slashes (assumng you have a c:\ on your screen already)

What happens?

you may need to perform a

c:\dir format.* /s

to locate the format program on you hard drive, then change into that directory (cd\whateverdirectory) before you run format. Also if you have no format program on the hard drive, your screwed!!

Make a startup disk and be sure that format.com is on the disk. If not just copy it from c:\windows\command\. Reboot with the floppy in a:, go through the routeen until you get to A:, Then just type in format c:\. You have to be on another drive beside c:. You could do this from any other drive if you are in dos and have the format .com in that drive, easyest from a:.
If you are loading 98 you should have a 98 setup disk with all you need on it. You will need the Cd rom support unless you can boot directly from the cd.

We are trying to format from DOS ,we get the error message 1 percent completed, Insufficient memory. We only know how to follow step by step detailed instructions cause we do not know a lot about how to do some of the things you suggested, although we did mansge to do this a month ago with someone guiding us ,we haven't been able to find that person since. The last time we did it it was only a matter of typing the correct commands.I will try one the commands here, with what we are already doing.Everybody please keep writing suggestions though or better yet even a step by step procedure would be nice. You can email me at dandelionbreeze@altavista.com too if you like.I REALLY appreciate your help here.
