HELP: Can't delete "file in use" ... but where?!?

Hi people. My friend is running Windows Me and can't seem to delete a file of quite a large size.. 130+ megs. The file is a scanned image.. a temporary one that was created when he scanned in a picture to his computer. It was for some reason saved as a .TIF file and now we can't seem to get rid of it. Windows claims that the file is in use somewhere... but where? We've restarted the computer many times tried to delete it right after boot up, but we keep getting the message "file in use". We've CTRL+ALT_DEL everything that we think would've been using the file, but to no help... any ideas how to track this down? THANKS!
 
eHh.. nevermind. we still don't know where it was in use... but we took the problem to the command prompt and deleted it that way. Thanks though.
