[HELP] Cannot access HTTPS websites

I was recently brought a laptop that had a virus on it. I used the antivirus to clean the PC, and I believe the infection is gone. However, now I cannot access and unsecure websites (only https sites). I tried to do a system restore to the day before the infection, but once the SR completed, I started getting BSoD on startup. However, if I boot in safe mode, I was able to succesfully boot to start menu, and the internet issue was fixed. The problem still remained however, that booting up regularly generated a BSoD. As such, I undid the system restore, and I am back to the original problem.

Anyone know how to solve

1) Cannot access http websites. Only HTTPS and Symantec LiveUpdate servers.

2) How to prevent BSoD after doing the system restore. I get an IRQL_NOT_LESS_THAN_OR_EQUAL error, and in the Device Manager, a device known as "Consumer IR Devices" is flagged.


If I can solve either of these problems, I can get the computer fully working again. PLZ Help.
