I have a bunch of XviD-encoded movie files which were apparently from a 23.xxxfps source, which plays at 25fps. Because of this (I think), there is a CRAZY, unwatchable amount of jerkiness in all motion. Is there ANY WAY I can watch this normally? 🙁

You can change the fps in a editing program.

Premiere certainly does.

But where are the extra 2 fps going to come from? I guess you can use TMPGEnc or say premiere to "blend" the frames but it won't look much better..

From the next frame.

It will only be speeded up a tiny bit. He has 23.xxfps and the pal format is 25fps. The video will be xxx frame. So the video will be 2fps.
