Help: Board won't post when starting after a shutdown

This is one of the Q-lity CP810-M boards. I've built a few systems with them and not had a problem until now.

If I do a shutdown, and then try to restart (within 3 minutes of the shutdown), the fan comes on, hard drive and CD-ROM spin up, but no video. Everything sounds exactly like a normal boot-up except when it comes time for the BIOS screen to show, nothing happens.

If I do a re-start instead of a shutdown, everything is fine. If I wait 3 - 4 minutes or longer, it will start normally by pushing the power button.

Thinking it might be the power supply, I replaced the power supply but that didn't change anything. Then, thinking it was the onboard video, I installed a PCI video card and changed the BIOS to use an add-on video card instead of the onboard video but that didn't fix it.

Is there some Bios setting that I am missing? It is almost like it is booting into a stand-by mode but trying the keyboard doesn't wake it up.

Any ideas?
