Help, best way to keep neighbor's pets out of my backyard?

just what i was thinking.

our neighborhood has stupid fvking cats that climb all over cars leaving foot prints and scratches. the prints are tolerable, but the scratches are not. next time i see one on my car, im debating just letting my two dogs out and let nature take its course.

After making a complaint to the HOA, I'd install an electric fence running around the perimeter of the yard. Dogs are smart (most of them), so it won't take them a long time to figure it out. Once they do, take the charger down. Put it back up as necessary, to remind them if they start coming around again.
