The CPU's power is supplied by the 12v rail, 3.3v rail supplies some power to the motherboard, and the memory, 5v rail as well, I believe hard drives also use the 5v rail. 12v rail suppliese CPU, fans, hard drive/cd/dvd drives, video card. -5 an -12 aren't really used much anymore. Basicly, the 12v rail is the most important, and I wouldn't even try a PSU with less than 22A on the 12v rail. Depending on other compenents, such as extra hard drives, DVD/CD drives, and what video card you have, you may want more than that. But NEVER skimp on the PSU, it powers everything in your system. Generic PSU"s are rated for lower temperatures(ie if they get warm, which they will, they won't supply their rated power), generaly have 18A or less on the 12v rail, and are made from cheap components. They don't always supply stable power, and when they blow, they can take out other components. Make sure you get a power supply from a quality manufacturer such as Fortron(good quality, but inexpensive, so thats my recomendation), Enermax, Seasonic, Antec.
