What are the best brands of cd-r's? Are there any that are a lot more durable/scratch resistant than others?

I bought 3x 50 spindles of K-Hypermedias. They don't have foil on top, you write directly to the plastic. No peeling possible, no problems yet :)

No, buy made in Japan TYs for anything period. With a little careful shopping the TYs are almost always cheaper than the bulk-pack shrink-wrapped crap. Those unbranded cheapo discs are usually $10-$15 per hundred. Fuji's (which are always TY AFAIK) will almost always have a rebate or two which bring their prices down well below that. I think right now both Circuit City and Best Buy have Fujis on sale with rebates for somewhere in the $8-$10 range for 100 discs. There is no reason at all to use bad discs even if it's just junk that you're giving away to friends.

i picked up two 50 packs of the fuji TYs for $6 total after rebate. i asked the checkout guy to put the two on two different bills so that i could get both rebates and they're always nice enough to do so. and i have two different addys, so that helps :p (ah, college life)

there is no such thing as a scratch resistant CDR. all will scratch. the only thing we can do is protect the top surface which is the most fragile

That is so wrong. The foil layer is what is reflects the light, it is impossible to have NO foil layer. What you have is silk screening which is what you write on.

It seems to me that the foil layer in "inside" the plastic...I know taht doesn't make sense, but that seems to be what it is...

Then again, I don't know wtf is going on with the CD-Rs, so...
