Help accessing window user folder

Well I just got a new mobo and cpu installed becaues my last one died. When I boot up, it keeps resetting before windows starts booting. So I'm going reinstall winxp(basically that means formatting also right?) I have my hard drive hooked up to a friend's computer as a slave, but I can't access my user folder to backup important files that I want. I'm guessing this is some kind of safeguard from windows?

Any suggestions?

I tried using the repair option when I booted up with winxp cd, but nothing worked. It just took me to console.
