I have an EVGA 7800 GTX + 3 GHz Core 2 Duo + 2 GB memory. After a clean install of Vista I ran 3dmark06 and found that my scores were very low, around 3100. Then I looked closer and realized that my card was staying clocked at 275 / 1300 at all times (the 2d speed setting for the card). This is confirmed by monitoring with Riva Tuner, the core stays clocked at 275 MHz. Riva Tuner shows that my card in "performance 3d" should automatically clock to 490/1300 yet it always stays at 275/1300.
Any idea why this could be happening? This is a clean Vista install. BIOS on the card is stock. Only thing non-stock is the cooling fan on the video card, I upgraded to a Zalman fan. This fan connects to the motherboard fan connector rather than the fan connector on the video card. Could this have something to do with the problem?
