OP I assume when you posted "29°C" earlier you were talking about the ambient temps.

Does it get any hotter than that while you are running HWMonitor?

97°C might be slightly high @4.4ghz but you aren't out of the realms of possibility. Having a "technician" install your CPU cooler means nothing, everyone makes mistakes so the best bet would be to get some decent TIM and reinstall the CPU cooler yourself.

I never done the assembly myself so ill wait for my bro-in-law who is experienced to do it maybe.

So it does 80c for 4.3 , that is not to bad .
The Vcore should show up in many hardware type apps , CPU-Z, HWmonitor ,HWinfo64 , core temp , OpenHaredwareMonitor.
the easiest is CPU-Z IMO .

That is a little on high side .
Is that with voltage on auto or you set it to that in manual mode in bios .

AFAIK most run "around" 1.080-1.120 on auto but each chip is its own depending on what the VID is .

What is it doing at 4.3ghz that might be why its little hot .

I refitted the cooler with thermal paste. Now on stock (3.9ghz) 100% load it gets max 70c.
with 4.3ghz no volt increase it gets on IBT:
