Help! 20X CD/2X DVD reads CD's at only 2X

I got a new KT7A, Duron, 256MB PC133 RAM and I'm using a Compaq DVD-ROM GD2000 (made by Hitachi I think). The drive is a 2X DVD / 20X CD reader, but it is reading cd's at only 2X, sometimes it seems much slower than that. What can I do to fix this? I have DMA enabled, and in the Windows settings I have the cache size as "large" and set for "quad speed or higher". I am running the drive as a Master on the Secondary IDE Channel, with a hard drive as a slave. I'm also running WinME, but the drive worked fine in WinME before. Any ideas why the drive is running so slow?

What are mode-2 CD's? I don't think its the CD's themselves, its the same CD's that used to read a LOT faster before my system upgrade.

The slow read is constant, it does not speed up and slow down. The noise it makes does seem louder than it should be considering how slow it is reading, but it is not one of those long 'searches' the CD drive makes like when you put in a bad CD or something. The noise is constant too.
