I posted this in the video forum but like always on this anandtech site no one pays me no mind. However you DC ppl seems to read stuff at least so I hope someone from here will go and read my post and let me know any info that they might know of. I posted my help topic med day yesterday and it's already making it ways into the 3rd sub page 🙁 with no one looking at it. Any help would be nice.

Seems that ATI and VIA drivers in past don't work good together. And their is an updated APG driver for some Via boards. Try checking the FAQs on the ATI site, it may give you the info you need.🙂
 
I think the advise you have been given in that thread is correct.

It sounds like the drivers you are attempting to use are not designed for windows XP. This means I believe you may have downloaded the wrong ones by mistake.

Another note; It is very important to uninstall previous drivers completely from your system before you install new ones.

I don't use ATI stuff at the moment, so I cannot give you step by step instructions on driver removal and installation or what drivers you need.
