But because this one is obvious, it couldn't take off because the air is not generally affected by the turntable and "motionless" blades would generate no lift.

This is all "hypothetically speaking" and assuming that the turntable will EXACTLY match the speed of the rotor, which is so close to a phyiscal imposibility you might as well call it one. If you can get this set up and get a turntable that can match the rotor EXACTLY I will personally fund it even if takes me my whole life to pay for it.
