Heatware is not related to AnandTech. It is run by an AnandTech member, Heat23. Basically it's based on user submittal. If you deal with someone, you can create a heatware evaluation for them. People who deal with that person later can add evals under the user ID you created.
For example...
Let's say I've never had a heatware eval before. Compuwiz1 sells me a CPU. I submit a heatware eval for him, adding to his 400+ he already has. He submits one for me under "Viper GTS." Now I have one heatware eval.
A month later, I buy a video card from Supradude. He has had previous heatware evals, as have I. We both add an evaluation under the other's IDs. Now I have two.
