Yes it is. Intel wouldn't give you a stock heatsink that doesn't work at stock frequencies. You can even undercolt your CPU to have it run cooler.

well.. I remember the Stock HSF for the 3.4ghz Presscot not being able to cool the cpu properly at stock Speeds. What temps do you see with the stock HSF? on stock Speeds
