Heatsink: Fan with more RPM are better than some with lower?

My Question: Is a faster (more RPM) better than a slower Fan? Is so the same size Fan with 5000RPM better than one with 4200?

Not Really,
All that matter is the CFM (cubic feet per minutes) a fan can have a low RPM with well designed blades will give you higher CFMs and a low noise. Higher repm fans are usually louder.
