Heatsink + Fan Advice

I am looking to upgrade the stock heatsink/fan that came with my XP2800+. Here are my priorities:
1) Better cooling of the processor than what I currently have. My CPU temperature is currently in the 65-70 degree range and I think that this is too hot. I have checked and the fan is running.
2) Noise - I don't want some mega fan that is going to sound like a helicopter.
3) Price

Any advice as to which model I should purchase?

Zalman's CNPS series provide very good cooling for their low noise. I'd suggest the CNPS-7000B full copper model, but the AlCu version will be enough too imo.
 
Thermalright SI 97A is the best socket A heatsink available. The "A of the SI 97" version is also compatible with socket 754/939 so you will be able to carry it over when/if you upgrade to an A64. Performance should be very close to the XP-90.

For fans Panaflo is tough to beat, you can get the L1BX for $7.50 from Jab-Tech as well.
 
ive been seeing this garbage a lot lately. This is the type of thing that cooling companies hope for. What is your case temp im willing to bet that it is over 40C. THAT is your problem.
Clean the dust out of the heatsink, improve your case airflow(if you can get it to 30C in your case you will be extremely surprised by your temperatures
