Heater in one section of the house is stuck on full blast

In one area of my house, which is controlled by one analog thermostat, the radiators are always hot. This is with the water-circulation type heating. The thermostat, after taking the cover off, is an open is a coil design with a glass tube with what looks like mercury inside. I can't tell any difference between it and all the others in my house. The sliding temperature selection thing is set on lowest, but doesn't have any effect. It's steaming in here.

We had hot water rads in Kiev. The valves were always stuck on those. Thermostat controls a valve - valve gets old and sticks. We just opened windows. The valve is something of a mess to replace on some units.

lol, with energy prices the way they are these days, boy this really sucks.

The control valve is stuck open or has failed...most control valves on heating system fail to open...

can you tell if there is a manual actuator on the valve?
