I have the MSI RS480M2 motherboard, and I am wondering if the chipset is supposed hot to the touch. The chipset with the heatsink, when i feel the heatsink it is uncomfortably hot, and same with the chipset without the heatsink. Is this normal?

Provided you have adequate cooling in the case it shouldn't be a problem, they're designed to withstand very high temps.

Chipsets do get hot. If you've replaced or removed the heatsink, make sure you remove the old tape and use some heat sink compound.
