Heat sink fan question

I have a Vantec socket A hsf on my Duron. Is it better for cooling purposes to have the fan sucking air instead of blowing air into the heat sink? My case setup has 1 case fan blowing in(Lower front, inside case) and 1 fan blowing out (above serial ports, usb ports, etc...)

Thanks for the replies. Can anybody recommend a better fan for this heat sink? Or should I keep the existing fan. It's a sunon 60mmX60mm fan rated at 23 cfm.
