Heat Issue with an XP 2800+

I recently installed a nice XP 2800+ into my system, but I'm having heat issues, even when I'm just running idle. The system originally had an XP 1600+ in it, and I never had any issues with idle or gaming. I can just sit in the BIOS and watch the temperature just rise. At one point after the unit shut it self off due to overheating, I kicked it back on, jumped into the CPU monitor, and the BIOS stated the CPU was at 199 degrees F. Anyone happen to know what my issue is? Bad CPU? Need a new fan / heatsink? Here are the essentials:

Biostar M7NCD
Athlon XP 2800+ 333 MHz (2.083 GHz)
Thermaltake Volcano 9 CPU Fan / Heatsink Assembly
512 MB PC2700 DDR
Nvidia GeForce 4 Ti 4400
Sound Blaster Live!
Antec 350 W PSU
HDD x 2 (WD and Maxtor)
CD x 2 (Sony and Plextor)
Full Tower Case

When the proc gets hot and shuts the comp off, is the heatsink hot? Sounds to me like the heatsink either isn't installed right or doesn't have thermal paste applied correctly. Try reinstalling the heatsink, make sure it's aligned correctly and not resting on the socket.

Well, I re-applied the paste over the area recommended by thermaltake, and attached the assembly back onto the board. I turned the unit back on to watch the temp status in the BIOS, and after running for about 30 seconds, it shuts off, and start giving out a 1 low, 1 high, looping beep code. I have a Phoenix Award BIOS, and the best answer I could find is that I have a bad timer chip on my board. I don't necessarily buy into that.

How were the temps? did the heatsink get really hot? Also, apply thermal paste to the core of the cpu, not the heatsink. All you need is a paper thin layer on the die itself, make sure it's entirely covered though. Never heard of timer chip, can't help there.

Originally the heat sink was very hot, so I did what you recommended. Well, for the short time I got to monitor the temp, it was slowly rising, as per normal usage, and it reach approximately 89 degrees F. Previously it had taken several minutes before the processor heated up really good, so I wasn't able to get a good bead if the same issue was present.

God I'm so confused and cursed.
