Heat from OCing

I always thought that if you OCed without increasing the voltage, the temperature would remain relatively the same as before. Am I correct or mistaken?
 
Okay, upping fsb raises temp, raising voltage raises temp, but raising both raises temps higher. I.E.-- a 400mhz OC will have a lower temp, if you can do it without raising the voltage.
 
the way i c it is as such

upping voltage = heat increase idle and load
not upping voltage but ocing = same idle but increased load temp
