Sure. We'll just put chiropractors in charge of the hospitals. With no surgeries the risk of post-op infection goes to 0%! Of course the fatality rate from appendicits goes to 100%, but sacrifices must be made.

Also, where's the link to your info? One site lists "Chronic lower respiratory diseases" as the 4th highest cause of death. Wikipedia lists infectious disease in general as the 4th highest.
