How do you get damage to both mounts? Stolen?

Should I buy these? Good price if I win the auction but how hard will it be to fix the mounts?

His ebay history reveals that he sells lots of vintage (1969) Cameros and GM muscle car parts. Thought I am not certain, It appears that he may be running a junk yard.
 
Most likely the headlights were from a car that was in an accident. Headlight mounts are plastic and are one of the first things to break even if the actual damage isnt near the headlights.. It might have come from a vehicle that was a head on pole shot right in the middle of the front of the car-that would have broken the mounts but left the headlights otherwise untouched.
