He should have immediately bagged it the moment he found out that Burt Rutan was heading one of the other teams.
 
They are still going to work towards getting their vehicle above 100km:

They also have a seperate vehicle aimed at the $50million "America's Space Prize" with a liquid oxygen engine.

America's Space Prize requires the ability to carry 7 people to 160km. (edit: and dock with an orbiting object. Bigelow plans to use the winning design to shuttle passengers to a habitable station at that altitude.)
 
Burt Rutan is a relatively famous airplane designer.

He's done many projects, some small passenger planes, some military designs (not sure if he's won any contracts), the Voyager Airplane that flew around the world on one tank of gas, and was one of the designers of this aiplane/rocket combo.
