HDTV signals using Fusion or My HDTV cards?

My question is this:

if one is using a HTPC as their "cable box" and has a tuner card that supports QAM, and one pays for "digital cable", will one be able to view all the HD channels. In otherwords, after reading the article under "multimedia" on anandtech, they mention that the cards cannot display "encrypted QAM channels". Which channels are these? I probably would get a basic level cable (ie no movie channels) that has espn, discovery channel etc. . .


The reason I am asking is I am planning on purchasing a flat panel television (monitor actually, ie one without a tuner or a cable card slot). I just want to make sure that I'll be able to view the HD channels that come with my cable package using my HTPC. For instance Discovery HD, or ESPN etc. . .

Should probably mention that if I can recieve the HD signals "unencrypted" for most of the channels, I will probably ordering a display tonight, so if anyone can shed some light on this I would appreciate it.
