HDTV PVR recommendation

Can anyone recommend an HDTV PVR PCI card? I've been sorting through a ton of cards and there are mixed reviews on every single one of them.

I will be using this card to record public access HDTV broadcast. In the future I will most likely use it to record cable and public access broadcast.

Initially, this card will operate under Windows, but if all works out well I'd like to move it to my linux box and possibly use MythTV. Note, there does not have to be Linux compatible drivers.

On a side note, it was mentioned that I may need to buy two cards, one to receive and one to record.
