HDMI Display Trouble

Hello everyone, I recently decided to upgrade my Dell Inspiron 570 to an HDMI cable and there appears to be a one inch black border on my monitor when my display settings are at full 1920x1080 resolution. I tried opening up Catalyst Control Center with the idea that I may change some setting to remedy the problem, but it turns out that it won't show up and just runs as a background process. I have .NET 4.x.x installed and it still won't show up.
Any tips on how to solve this problem?😕
 
Use Display Driver Uninstaller (Google it) to uninstall drivers and install latest version of CCC.

The issue is overscan. You might be able to change this from your display's settings as well.
 
I tried uninstalling and reinstalling but it is the same story. Any other way I can change the settings without using CCC.exe?
 
Do you see the CCC app icon on your taskbar? If so maybe the CCC control panel is off screen. To move control panel: click on the CCC app on taskbar, then alt+space, then press m (to move), then repeatedly press right arrow or left arrow to move the control panel.
