hdd prob or windows prob? very slow write speeds

yes i recently bought a new sata 2 hdd froms geeks.

Maxtor 6H500F0 500GB SATA/300 7200RPM 16MB HDD

when i run any hardware tests i get reads of 150-170mbps but writes of 2-5mbps... wtf?it takes winrar about 10mins to extract a 600mb file....

im running it in vista on a msi p7n platinum mobo. 2gigs ddr800, geforce 8600gt and an e4500. and why cant i enable ncq in windows nor is there a ahci mode in the bios. what can be done about this? ive looked everywhere and im not seeing any answers. let me know, thanks.
