HDD failure. Can't partion

A while ago my comp. crash. It make my 20.4 gb with 2 partition into 1 partion. I have to format and reinstall 98 for it to work. Now i loaded program like scan disk, Norton Disk Doctor and Partition Magic and they can't identify the disk. I can access it through window and dos but just can't partition it.
 
Did you run FDISK when the problem happened before you formatted, or did you just format it the way it was? If that problem happened to me, I would have run FDISK, deleted any partitions showing, set new partitions, then format, and re-install Windows.
 
insert you boot disk for windows, reboot, then it should take you to a dos promt. from the A:\ type fdisk, from there, the directions are pretty self explainatory.
