HDD/CD idle/load power consumptions (I have numbers, quick question) - something isn't adding up, or maybe I'm just dumb

Ok, I'm going to be testing a few 500+ watt power supplies and I need to stress them but my system is nowhere near 500watts. Luckily, at work I got the hookup to take home about 10 hdds and 10 cd-type drives (very old stuff, the hdds are under 1gb each, the CD drives are 2-4x) for a week. Now, I obviously can't load all the HDD drives since I have so many; all I can do is hook them up to the molex. So what's the power consumption difference between idle and load on HDDs? I currently have several identical WD Caviar 2540 drives (540mb each). Here's their power ratings:

5v - .41A
12v - .21A

So is that like the minimum and maximum? Is the 5v, .41a the idle (as in, just plugged in to the molex, no data transfers)? So each uses between 2-3watts? HUH?!?!?!? That little?

And the CD drives are usually around:

5v - 1A
12v - .8A

So each drive is between 5-10watts? Am I missing something here? I thought these things were supposed to be around 30watts each!
