HD5770 won't overdrive

I got this card today. For some reason I can't get my card to overclock. The Catalyst control center reports the overclocked frequency but GPU-Z sees no changes in clock speed and there are no changes in performance.

Window 7 64 bits
E8400 at 3.6 GHz
4 G RAM
Asus X38 Maximus Formula motherboard.
Driver Packaging Version 8.663.1-091105a-091227E
Catalyst™ Version 09.11

I tried several driver versions with no effects and currently I have the latest beta driver installed.

For the installation, I removed the old HD3650 card and installed the new one in and simply installed the new driver on top of the old one. Realizing this could be my problem, I later used Driver sweeper and RegCleaner to removel all traces of ATI drivers and did a clean driver install, no changes.

Could this be power saving issue?

All of my overdrive settings are locked in the CCC. I downloaded a program called MSI Afterburner, and it seems to do the trick.
