HD format question for laptop

I have a Compaq 3045US laptop running WinXP Pro. It freezes at the XP load screen and will not go any further...the hard drive continues to run but the Xp will not load. I booted into safe mode and stopped all from loading at start-up
and still have the problem.

Is there a way to format my hard drive with a 0 fill or low level format without a floppy drive. I went to IBM's site for utility but they do not offer it anymore because of XP. IE CD or jump drive? I just want to start from scratch with a clean install.

If you have a win98 cd at hand you can boot from the disc with cd rom support and format?

If you have a winxp disc you should be able to format from setup?

If you can get into an out-of-windows dos prompt in anyway whatsoever you can run fdisk or format.com from the c drive....

Few alternatives should you not be able to do any of them...
