How hard would it be to pull programs and browsing history off of a hard drive that has been reformatted twice?
 
If nothing has been written to the hard drive since the formats, then it would be pretty easy unless you mean low-level formats.

A regular format does nothing to alter the data; it simply marks the data to be over-writeable.
 
I partially agree with GrammatonJP, for a general end user this might be a stretch, however you don't need a clean lab to get data off most disks (we're not talking about retreval after a head crash or fire, etc...). Anyone who has worked in IT for any substantial amount of time has likely had to recover data at some point, it's not rocket science but it does require some slightly advanced knowledge.
 
Hi, There are plenty of HD Data Editors capable of very easily recovering data that has not been overwritten. Low Level format, actually zero writting, is another story. Jim
