HD and CD problem

I am having a problem . If the computer goes on standby, when it comes up the HD light stays part lit though I dont hear any HD activity. If I put in a cd then the HD light stays lit and most times Win ME locks up. If I hit reset the bios comes up and fails to see the CD. If I turn the computer off for 30 sec it boots OK.

For power mgmt the settings are ALWAYS ON with the HD power down after 15 min.

I have a 20 g HD with Win ME managing the swap file, but this still happens if I set the swap file to 600 meg. Plus with the boot up problem I am thinking maybe its hardware related. Thats about as far as I can go.

One of the first things I did when I installed my new harddrive with the clean install of the operating system was to disable all of the power management options (in both THE BIOS and the operating system).
I've had no problems like this and no shutdown problems either.
