We know that 280x and HD 7970 is the same chip, so 7970 should support DirectX 11.2 or will it be limited by drivers?

Short answer....YES the 7970 will have support for dx 11.2.
LINK
"The Radeon HD 7000 series hardware architecture is fully DirectX 11.2-capable when used with a driver that enables this feature. AMD is planning to enable DirectX 11.2 with a driver update in the Windows 8.1 launch timeframe in October, when DirectX 11.2 ships. Today, AMD is the only GPU manufacturer to offer fully-compatible DirectX 11.1 support, and the only manufacturer to support Tiled Resources Tier-2 within a shipping product stack.”

Windows 8 came out last Friday and the Catalyst 13.11 BETA drivers have been available since 10/10/2013. I don't know if this enable DirectX 11.2 but I'm guessing it does. Otherwise you might have to wait until next Friday, 10/25/2013 when the R9 290X is finally available.

Oh this is good to know about the 7xxx series, still using a 7850 but thinking of grabbing a 7950 or 7970 or maybe one of the R9's. As far as I've seen around the internet, the Nvidia 7xx doesn't have 11.2 support, that's 1up for AMD. /thumbsup.

You might want to check again:

Geforce 600/HD7000 didnt even support all DX11.1 in hardware. And AMD doesnt support DX command Lists. And tiled resources is essentially the only thing in DX11.2 And as far as I know it doesnt require hardware.

But its becoming a joke, people are hunting for ghost features in most cases.
