I'm going to buy hd 6770 and can't choose between these two :
Sapphire Radeon HD 6770 1GB Vapor-X
and
PowerColor Radeon HD 6770 1GB PCS+ Vortex II
I won't do overclocking. So which would be better?
 
Get whatever is cheaper, but both are overpriced for what you're getting (in the U.S. anyway).
