Having trouble with ping spikes

I thought I could fix any home networking/computing issue. Then the lag came.

When I directly connect to my modem and type "ping 8.8.8.8 -t" into my laptop's command prompt, there are no ping spikes at all. When going through my router, the ping spikes to >200 ms (from a norm of 30 ms) every minute or so. This happens on a wired or wireless connection. I've tried brand new, confirmed non-faulty cables to no success. I even replaced my Belkin F9K1113 router with a brand new Asus RT-AC68P and the issue persists.

I feel like I've tried everything. Any advice?

When I ran the test connected to the router, no other device was connected and the wireless radio was disabled.

I also get "Request timed out" frequently when doing the ping test in the command prompt.

It almost sounds like you've created a bridging loop somehow on the network.
What else is connected to the router?
Do you get the same issue if you disconnect everything from the router except for the cable going to the modem, and the cable going to your test machine?
This is under the assumption that the latency and packet loss you get is constant, although if there really was a bridging loop, your Internet would likely be totally down instead of the occasional spike.

If it's just occasional latency and packet loss, then your connection might be saturated at times.
Do you have access to a really old hub? If you do, you could stick the hub between your router and modem, and then connect your PC to the hub to sniff your traffic via Wireshark to see what could be on your network causing the problem.

Ping google.com not their Ip address (8.8.8.8) and see if you get the same results. Also renew your IP address.
