Having trouble with getting CCC 9.10 to work

I just bought a "new in box" HD4870 1GB video card off the "for sale/trade" forum.

Unfortunately I am having a hard time getting CCC to launch. When I click on "CCC" under programs or try to launch by right clicking on the desktop....nothing happens.

I had this same problem with my Diamond HD4770 back when I bought that around June.

P.S. Also for some reason my audio went dead. I have no problems playing games like Stalker shadow of chernobyl at high resolution and detail settings.....it is just the audio is now out for some reason.

I have used add/delete programs over and over with respect to deleting CCC. I have used driver sweeper from Guru 3d in both the desktop and in safe mode to no avail.

Is there anything I am missing?

Or do I need to do a clean install of the OS in order to get CCC to launch?
