Having trouble opening new windows in both IE 5.5 and Netscape

I use the Merriam-Webster dictionary toolbar, where you highlight a word on a web page and hit the Dictionary button on that toolbar. It used to pop up a window. It recently stopped working. I also seem to be having a problem where new windows will start to open and then disappear in bot IE and Netscape Communicator 4.7. Any ideas?

Maybe it's just time to pitch Windows Me.
