Having problems, need major help with PIII 700 --> 930 MHZ

Im having some severe problems with my system. Its been running fine for over two years up until this past week. It's a Abit SA6R with a 300W super micro powersulpply, TNT 2 32MB AGP card, Diamond 3D sound car, Adaptec SCSI card, some generic Modem, 2 WD HDS, and one stick of PC133 ram (2,3,3 I believe), running on Win98. I've been overclocking the Intel PIII 700 to 931 with 1.70V for two years with no problems. Now when I try to boot up my machine it gives me a black screen even with the original 700MHZ setup. At times it will not even show the bootup screen, other times it will freeze during the windows scan disc, or when I run a CPU intensive program. Sometimes Im able to boot up at 931 with 1.70 or 1.75 and the computer works fine (under all applications). Then after turning it off when I go to turn it on it goes back to the black screen. I have to then reboot @ 700MHZ 1.70+ V. After it freezes a couple of times at 700 I can reboot @ 931 and its fine, until I turn it off and on again. What's going on here??? Any help would be greatly appreciated!

Have you checked your HSF?
I was having the same kinds of things with a very similar set up and found that somehoe my HSF had gone a little off center and wasn't seating right. New AS3 & reseating and it worked just as before. P3 700e @ 933
