having problem w/ radeon 7500 on w98

I have a duel boot xp/w98.I loaded to xp from install disk-perfect,no hitches.I loaded to w98 from same install disc but the screen comes up blank 1/2 the time on reboot & I have to safe mode boot it then.I tried different drivers,same results.I have a duron on a k7s5a.Got to be an os thing I suspect cause it works great on the xp.any clues?
