having problem powering up pc

i have amd 2500+ barton, and an epox 8rda3+ mobo, using antec 380W psu, this problem actually has been going on for a long time but i dont really think about it since i rarely turn off my pc..

the problem is that sometimes i cant power it up, it seems like theres no power connected to it at all, but if i wait for a few moments.. can be a sec can be an hour.. it can start up just fine..

i've tried jumpstart the psu and it works just fine, im suspecting the mother board is at fault but dont know how to test or any solution i can take.. jumpstarting from the motherboard pins dont work tho..

anyone can give me suggestion of what test should i perform on the mother board or if theres any other components that might be at fault?

If you can jumpstart it without a problem, the solution may lie in cleaning the gak or replacing the switch. Take off the front facia and see if it looks 'dirty'.

i can jumpstart the psu just fine, connecting the pin 14 and 15 on the 20pin connector, that turns on the psu and the psu fan. but i cant turn on the computer from the motherboard's pins. i baypassed the switch from the casing and connect those power pins directly on the motherboard, nothing happens..
usually i just wait patiently and try to push the switch from time to time and jump around clapping my hand when it finally turns on but i really want to turn on my pc now and cant wait that patiently >.<
the hard part is that it happens just occasionally, so cant really tell which part is at fault :|

any other ideas? could it be the cpu? what happens with motherboard with faulty processor? will it beeps error or something?
