having issues with new rig

okay built a new rig set it up and everything is great. tried to play BF2 game just crashes, try to play FEAR major major artifacts. then freezes. wehn i first start my computer up the windows logo is gigantic really fuzzy and offset. im thinking its the video card or the processcor. also when i try ti shut my rig down it hangs forever. some times it takes like 10mins just to shut down.

i am not over clocking at this time please help

I would first attempt a reload:

Wipe hard drive, either with Windows Install or HDD mfr utilities; install OS (if your HDD is SATA, be sure to install the drivers for it with the F6 option; once OS is installed, install all necessary motherboard/chipset drivers; then install your video card drivers; then drivers for any other add-in cards; do a full reboot in between installing chipset, video and other drivers.
