1. What game is it?
2. How is it supposed to look like?
3. What is the actual issue?

The issue is that the card is dead. You should RMA it to EVGA.

well have you tried different drivers and does it do this in any other games?

you really cant see that its TF2 and tell that its clearly not looking right?

I have never played TF2, ever.
For all I know its supposed to look that way... I see bizzare choices of colors and object placement, but when I focus on each one I see a whole and not "broken" or artifacting individual components, that while bizarre and jarring might be intentionally designed in such a surreal manner.

That looks like bad VRAM to me. Leave the system in the BIOS screen for about 30 minutes and see if any artifacting appears. If it does, you know the card is faulty.

'Missing textures' is usually a problem equated with a bad driver set. Update the latest 257's and see if it's fixed, if not RMA.

I would try another game and the recently released 257 drivers before going the RMA route. EVGA tests the cards before sending you a new one and if its fine on their end they'll just send it back to you.

Yeah, try every graphics app you can - benchmarks, 3DMark, Furmark, Capow screen saver, the works - stuff you can Google and download. Get the current drivers installed too. Don't yank the card until you reproduce problems in other apps. There might be corruption in data files with TF2 and the problem could be isolated there. Don't jump to conclusions without more testing.

missing blocks and seeing through walls looks like rendering problem. i dont see lines of damage which would indicate hardware faults to me. i agree with reinstall directx, video drivers, etc to narrow down problem. dont forget to try opengl games to test also.
