Ok, here is the deal. I have paid off my car that I purchased in 2006. I received my title release and it appears to be in my name. However, the following letter was included that states:

We encourage you to re-title the vehicle immediately upon recript of the title/lien release document since all records maintained by your state of residence will continue to reflect our lien on the vehicle until you do so.

My problem is the following:

I currently live in Chicago, IL.
The car is in Cleveland, Ohio.
The license plates are Ohio plates.
The insurance is covered for Ohio.
My drivers license is an Illinois license.
The Certificate of Title is an Ohio title.

Do I need to do this in a DMV in Chicago or Cleveland?

when you move to a new state, most states give you 30 days to get a new DL and re-register your cars and change insurance

you can't live in two states

if you live in IL , you need to get the car registered in IL and titled in IL and insurance in IL

I talked to my insurance company about this and they said as long as I have Ohio plates, then I can have Ohio insurance.

Why does it matter if the state still sees a lien on the car? If you have documentation that the loan has been paid off that is all that should matter if / when you sell.

When I paid off the loan on my last car all I did was bring my title into the bank and had someone sign it. For Michigan titles there is a spot right on the title for the bank to sign off.

but IL requires you to register/get IL plates when you move to IL

New residents have 30 days to apply for Illinois title and registration after establishing residence in this state, provided the vehicle is properly registered in another jurisdiction.

But in this case the car lives in Ohio, unless I've read the OP incorrectly.

If the car lives in Ohio, it can be titled, registered and insured in Ohio.
If the car is in IL, it should be titled, registered and insured in IL.

Since the title is still in Ohio, you'll need to go to an Ohio DMV to have the lien removed.
